I am directed by the Secretary of State for War to acquaint you, for the information of Mr Secretary Chamberlain, that a communication has been received from the Admiralty, accompanied by copies of local correspondence, regarding a letter addressed by Their Lordships to the Colonial Office on the subject of a reclamation in front of the Eastern Praya at Hong Kong proposed by the Colonial Government.

No report has as yet been received from the General Officer Commanding in China and Hong Kong regarding the serious effect of this proposal on War Department interests; but in the meantime Mr Brodrick thinks it desirable to observe that he will be unable to consent to the adoption of any scheme which would in any way interfere with the use of the water frontage at the disposal of the War Department, curtail the present boundaries of the War Department Reclamation, or involve any reclamation by the Colonial Government to the westward of a line drawn at right angles from the western end of the existing Eastern Praya road.
